The Regulated Health Professions Act, 1991 (RHPA), requires all regulatory health Colleges to administer a mandatory Quality Assurance Program. As defined in the Health Professions Procedural Code of the RHPA, the program is “to assure the quality of practice of the profession and to promote continuing evaluation, competence and improvement among the members.” Under Ontario Regulation 209/94 of the Psychology Act, 1991, the Quality Assurance Program of the College of Psychologists of Ontario must consist of the following components:
- Self-assessment
- Peer and practice assessment
- Continuing education and professional development
- Mechanisms for the College to monitor members’ participation in, and compliance with, the program
Members of the College must participate in and complete the requirements of both the Self-Assessment Guide and Continuing Professional Development Plan (SAG), and the Continuing Professional Development Program (CPD). Once the requirements of each program have been completed, members must submit a Declaration of Completion for each component through their College Membership Account. Please review the below information to determine if you a required to submit Declaration(s) of Completion this year, by June 30.
Instructions and Required Actions
Self-Assessment Guide and Continuing Professional Development Plan (SAG)
The Self-Assessment Guide and Continuing Professional Development Plan (SAG), and the online Declaration of Completion, are now available. The following remembers must complete the 2023 SAG and submit their Declaration of Completion by June 30, 2023:
- Autonomous Practice Certificate – Odd Registration Numbers
- Academic Certificate – Odd Registration Number
- Inactive Certificate – Odd Registration Number
- Interim Autonomous Practice Certificate – ALL Registration Numbers
- Supervised Practice Certificate – ALL Registration Numbers
Only those members holding a Retired Certificate of Registration are exempt from the completion of Quality Assurance Program requirements and do not need to submit a Declaration.
Only those who hold an Interim Autonomous Practice Certificate of Registration and are in compliance with the self-assessment requirements of their home jurisdiction or regulatory board may submit an Alternate Declaration of Completion using the same instructions outlined below.

Please ensure you have saved the SAG file to your computer drive prior to inputting information. If the file opens in your internet browser upon clicking “Download”, it has not been saved to your computer.
After completing the SAG form, please follow these instructions to submit the SAG Declaration:
- Log into your College Membership Account.
- Click the “CLICK HERE TO SIGN SAG & CPD DECLARATIONS” on the left side menu.
- The available Declaration options will be displayed in a purple box on the left side of the screen.
- Select the checkbox that applies to you and click “Submit”.
- If the Declaration has been submitted successfully, you will receive a confirmation email (check your junk folder for this email).
Members will not be required to submit their fully completed SAG to the College unless requested by the Quality Assurance Committee, or if they fail to make their electronic Declaration of Completion by June 30, 2023.
Continuing Professional Development Program (CPD)
Members with numerically “odd” registration numbers are required to make an online Declaration of Completion for the Continuing Professional Development Program requirements of the July 1, 2021- June 30, 2023 CPD cycle this year. The following members must complete the requirements of the CPD program and submit their Declaration of Completion by June 30, 2023:
- Autonomous Practice Certificate – Odd Registration Numbers
- Academic Certificate – Odd Registration Numbers
- Inactive Certificate – Odd Registration Numbers
- Interim Autonomous Practice Certificate – Odd Registration numbers
- Supervised Practice Certificate – Odd Registration Numbers

Members required to submit their CPD Declaration of Completion who have not had the benefit of being a registered member of the College for at least two years, or those who hold an Interim Autonomous Practice Certificate of Registration and are in compliance with the professional development requirements of their home jurisdiction or regulatory board may submit an Alternate Declaration of Completion using the same instructions outlined below.
The College recognizes that, in some cases, the evolving state of the COVID-19 pandemic and the varying precautions which members and organizations continue to exercise may have made it difficult to engage in certain professional development activities. If members are unable to fulfill the CPD program requirements by the Declaration deadline of June 30, 2023, for reasons related to the pandemic, please submit an Alternate Declaration of Completion, using the same instructions outlined below.
After completing your CPD program requirements for the period of July 1, 2021 – June 30,2023, please follow these instructions to submit the CPD declaration:
- Log into your College Membership Account.

- The available Declaration options will be displayed in a purple box on the right side of the screen.
- Select the checkbox that applies to you and click “Submit”.

Notice: Online CPD Tracking Tool Unavailable
Members participating in the 2021-2023 CPD cycle will be the last to have access to the existing online CPD tracking tool provided by the College. The system will no longer be available for use at the start of your new CPD cycle on July 1, 2023. Previous entries made using the online system will remain accessible for members to review and download.
New CPD Tracking Resources
A new online system is currently under development but not yet ready for use. Further information regarding the updated online system will be provided to members as soon as possible. In the meantime, downloadable template options are available through the College website to assist members in tracking their CPD participation:
- Word Tracking Sheet – Manual Calculations:
This tool will allow members to enter their CPD information using Microsoft Word, or it can also be printed to be completed in hard copy. This tool requires members to manually calculate their credit completion to monitor progress. - Word Tracking Sheet – Automated Calculations:
This tool will allow members to enter their CPD information using Microsoft Word. It will automatically calculate credit completion within the category limits of the program requirements. Members must enable content macros upon download for automated calculations to operate. - Excel Tracking Sheet – Automated Calculations:
This tool will allow members to enter their CPD information using an Excel Spreadsheet. It will automatically calculate credit completion within the category limits of the program requirements.

These tools do not have the capacity to upload or attach supporting documentation. In accordance with O. Reg. 209/94: General, members are still required to retain their completed CPD records in hard copies or on their personal computer drives for a minimum of five years.
Please note there are separate Declarations of Completion for the CPD and SAG Programs. If you are required to submit both Declarations, as most members are, the above process must be repeated. Please ensure you have submitted the correct declarations.
