Consultation on Proposed Amendments to Ontario Regulation 193/23 Registration, under the Psychology and Applied Behaviour Analysis Act, 2021

The College of Psychologists and Behaviour Analysts of Ontario is seeking your feedback on proposed amendments to the Psychology and Applied Behaviour Analysis Act, 2021 and Registration Regulation 193/23 to modernize the College’s registration practices.

At its meeting on September 26, 2025, the Council approved a series of recommendations to modernize the College’s registration process.

Key amendments:

  1. Registration as a psychologist[1] based on a graduate degree from Council-approved programs (including programs with accreditation by College-approved accrediting bodies)
  2. Council approval of accrediting bodies internationally beyond USA (e.g., UK, Australia)
  3. Removal of the minimum 4-year work experience requirement for candidates with a Master’s degree
  4.  Elimination of the Oral Examination

Regulation development follows a formal process and, as set out in section 95(1)(1.4) of the Health Professions Procedural Code being Schedule 2 of the Regulated Health Professions Act, 1991, the College is required to circulate proposed Regulations to its registrants, the public and stakeholders for a minimum of 60 days. 

Prior to finalizing the proposed amendments for submission to the Ministry of Health, the College Council will carefully consider all comments, keeping in mind the College’s mandate to protect the public interest.
